INTRODUCTION
Welcome to the Southeast Campus of the School of Medicine in Fargo . You will be embarking on a new and important segment of your medical education on this campus. The following booklet is an effort to help you gain an understanding of our campus. This booklet will be a ready reference for your use.
We endorse the attitudes toward medical education of Dr. Henry Woltman and his associates in Rochester , MN . "Guidance without pampering; Help without meddling. The opportunity is here. What you do with it is your responsibility."
INFORMATION AND INSTRUCTION
ABSENCES
Absences and tardiness will not be tolerated and are unacceptable. In the event of illness or emergencies, third year students should contact their attending physician, and the appropriate department. Senior students should contact their preceptor and the campus office. Students are responsible to inform the campus office of any changes in third year clerkships and senior elective rotations. It is important for the campus office to know the whereabouts of students, especially in the event of an emergency.
ACADEMIC PERFORMANCE
The Fargo Campus will follow the University of North Dakota School of Medicine's guidelines for student performance and due process.
ADVISEMENT
It is important that early in your rotation you discuss with the preceptors the expectations that both of you have in regard to the rotation/clerkship. This would include the hours the student is expected to be on duty, when he or she is expected to be on call, patient contact, patient responsibilities and evaluation or grading policies of each clinical rotation.
CALL
Call and duty hours are assigned by the third year coordinator and/or the attending physician. Fourth year electives will be assigned by preceptors.
CAMPUS OFFICE HOURS
The Campus Office is open from 8:00 a.m. to 4:30 p.m. Monday through Friday. Staff personnel are available to students at any time to answer questions or to provide information by stopping in Room 118 or by calling 293-4108 or 293-4107. If a student is out of the Fargo Area, we will accept collect calls to answer questions and help with any problems that may arise.
CHART REVIEW PROTOCOL AT MERITCARE
Protocol for chart review/retrieval at MeritCare for Medical Students:
Hospital charts are pulled and are on 3-west for review. Hours for this review on 3-west Medical Records are from 8:00 a.m. to 9:00 p.m. Monday-Friday. If students do need to review these on the weekend, medical records can make special arrangements but ask that they are informed in advance (during regular working hours) which weekend and the hours they plan to be here so charts can be moved to Retrieval and weekend retrieval staff are informed.
For weekend and after hours review of charts, students should make prior arrangements by contacting Cindy, Shelly or Kathy in the sub basement of the clinic (Retrieval) right below the auditorium.
COMMUNICATIONS
In order to facilitate effective communication, medical students are required to attend periodic campus meetings at the Medical Education Center. The purpose of these meetings is to keep students informed of recent developments in the Medical School and to obtain feedback regarding current rotations and electives. A variety of correspondence from the department and campus office will be placed in your mailboxes, keeping you up-to-date on various issues and information on residencies, activities within the Medical School, departmental clerkship instructions re: course study, etc.
CONFERENCES
The Fargo Campus has numerous conferences available to enhance the medical education of its students. These designated conferences are mandatory. A monthly calendar is posted in the campus office. Students are responsible to attend those conferences that relate to the particular discipline associated with their current clinical clerkship or elective rotation.
CONFIDENTIALITY
The patient/physician relationship is established and based on utmost confidence. Therefore, information regarding patient care is to be guarded with confidentiality at all times and is the patients' property. Information gathered (lab tests, x-ray, etc) should be shared with medical team, but not in hallways, social functions, etc.
CONSULTATIONS
Senior medical students shall not write or dictate a consult unless the preceptor has first seen the patient. When the student writes or dictates a consult, the preceptor must countersign it.
DISCHARGE SUMMARIES
Discharge summaries may be dictated or written by fourth year medical students and countersigned by the attending physician. Third year students with authorization of the attending physician and proper identification may be dictated. These discharge summaries require co-signature of the third or fourth year student and the attending physician.
Hospital policy and procedures should be followed for use of transcription and medical records.
DRESS CODE
A short white lab coat and identification (name) tag is a mandatory part of the attire on the Fargo Campus. The student is responsible to see that the lab coat is clean and neat along with all other items of clothing. Males are recommended to wear a shirt, tie and slacks. Females are recommended to wear a dress, shirt or blouse with skirt or slacks. All students are to wear shoes and stockings. Personal cleanliness and hygiene are to be observed as a component of the general dress and attire policy. Variations on specifics of dress code at individual affiliated institutions and clerkships are to be clarified by students and residents with the course director and/or attending physician at orientation to clinical rotations.
FOURTH YEAR ELECTIVE ROTATION CHANGES
Proper administrative protocol must be followed prior to changing a rotation. Any changes in rotation must be initiated through the campus office- four weeks prior to the change . There will be no rotation changes approved without a four-week notice. Changes are not to be initiated individually with preceptors.
GRADING
Grading is a departmental responsibility. The line of reporting of grades originates from the department with copies to the Campus Office, Associate Dean for Medical Student Affairs, to the Executive Associate Dean for Academic Affairs & Information Services. Each department will have a variable emphasis on grading. Make sure that you have a clear understanding of the grading policies at the orientation of each clerkship rotation. Students are graded not only on departmental and USMLE subject exams, but also on oral presentations of histories and exams; integration of basic science knowledge with clinical conditions and clinical knowledge and skills.
HEALTH CARE
Students at the University of North Dakota School of Medicine and Health Sciences are required to have their own health care insurance. Insurance is available at student rates through the University Health Care Insurance Program with Blue Cross and Shield.
HEPATITIS B VACCINATION
It is recommended that all clinical students obtain the Hepatitis B Vaccination. The vaccine is made available to students, at cost, through the four UND Family Practice Center's in Minot, Bismarck, and Grand Forks. We recognize that the vaccine is expensive. We believe, however, that students must assume responsibility for their own health.
HISTORIES AND PHYSICALS
Fourth Year medical students will not use dictation services at any of the hospitals, unless approved by their attending physician and the hospital medical records department. The written histories and physicals will become part of the permanent patient record and must be countersigned by the patient's attending physician.
Third Year medical students' histories and physicals will be hand written (legible) and turned into instructors/preceptors. They will not become a permanent part of the patient record and will not be considered the history and examination of record.
HOLIDAYS
The following constitutes the list of legal university holidays between now and the end of the academic year. It is the policy of the School of Medicine to consider that third and fourth year students are professional students. Holidays are observed only if your preceptor is on vacation or the facility is closed.

HOSPITAL PERSONNEL RELATIONSHIPS
Establishing proper relationships with nurses and hospital departments is important. The attitude and behavior of students are the most important factors in those relationships. With proper rapport, hospital nurses and departments can assist and teach you a great deal.
HOUSING
Housing will be the responsibility of the student.
LEGAL RESTRICTIONS
Legal restrictions preclude certain areas from the realm of student activity. Students may not:
A: Sign birth certificates
B: Sign death certificates
C: Complete any document requiring a physician's signature, unless the responsible physician countersigns the document.
Physical examinations and histories are an integral part of the learning of medicine. Your records are most significant, and become part of the permanent record if they are appropriately edited and countersigned by the responsible physician.
LOCKER & KEY ASSIGNMENTS
Lockers are available in the Medical Education Center for student use. Every student, no matter where he/she is rotating, will receive a key to the Medical Education Center Student/Resident Computer room located on the second floor in the lab wing.
Students who utilize the lockers in the Medical Education Center will be given one reminder to remove the lock and contents at the end of the school year. After that, the Campus Office will execute the right to cut the lock and remove any contents to be stored in the Campus Office to be claimed by the owner.
MAILBOXES
Third year students will be assigned their own individual mailbox, located in the yellow student locker room adjacent to the first floor restrooms of the Medical Education Center. It is the students' direct responsibility to periodically check these bins for important notices from the departments and administrative offices. The senior students will have their information mailed directly to their home address.
MEALS
Several of the hospitals will provide students with an allocated amount daily for meal allowances during their rotations. These meal tickets are issued and may be obtained by the Medical Education Offices at the hospitals.
MEDICAL STAFF BYLAWS
The medical student shall observe the medical staff bylaws, rules, and regulations of the hospital in which they are participating in clinical rotations.
NAMETAGS
Please use the original nametag given to you at the beginning of medical school. Should the nametag be stolen, lost, or misplaced, it is the student's responsibility to have another made at the student's expense. Trophy House in Grand Forks is familiar with the UND format.
PARKING & PARKING STICKERS
All students are required to register their vehicle(s) when on a rotation at the VA Hospital. Vehicle registration information should be given to the Campus office on the first day of your rotation. This information will be forwarded to the VA police who keep this information on file for your vehicle(s). Students and residents are to use the SOUTH parking lot on the HILL adjacent to the Medical Education Center . Parking in any other section will guarantee a U.S. Court Citation by the VA Security Police. Please see hospital policies or the medical education office at specific hospitals for parking instructions.
PATIENT ASSIGNMENTS
The assignment of patients is at the direction of the attending physician on any given service.
PHOTOCOPYING
The Campus Office will assist you in photocopying of such items as: elective application materials and any other general academic material. Clerkship materials are to be photocopied by the department with whom you are currently rotating. Community Hospital photocopying will be charged to students at the posted per copy rate.
PHYSICIAN ORDERS
Fourth Year medical students are not licensed physicians and therefore cannot write orders. However, senior students are permitted to write orders with an immediate verbal okay and signature by the attending physician within 12-24 hours depending on the individual hospital's policy. The student orders should include: diet, activities, medication schedules, and other studies, which they feel are appropriate for the care of the patient. The orders are not to be honored by the nursing staff without the attending physician's approval.
Third year medical students may write orders only in the presence of their preceptor/physician and only with the immediate co-signature of that preceptor/attending physician. Nursing personnel will not carry out orders unless orders are immediately co-signed by the preceptor/attending physician.
PROCEDURES
Third and fourth year medical students may perform procedures as directed by the attending physician and under their supervision (i.e.: IV's, nasal gastric tubes), with the exception of certain procedures where proficiency is documented. Technical procedures upon patients must have proper consent and authorization. Informed consent by a patient and authorization by an attending physician are important points of distinction. No one, at any time, or at any level, from Medical School to Chief of Staff, should attempt any procedure without the proper training and instruction. The following procedures are not to be performed by a medical student without a M.D. present:
- Arthrocentesis lumbar puncture
- Paracentesis biopsy procedures
- Thoracentesis sigmoidoscopy
- cut down for introduction of catheter minor operations
- suture of wounds
- pelvic examination
PROFESSIONALISM
On the Fargo Campus you will be regarded and treated as professionals and expected to act as professionals. This means that your rights and convenience will be subjugated to the needs, and at times, to the well being of the patients.
PROGRESS NOTES
Progress notes may be written and must be countersigned. These notes must indicate the student's status as either a MS 3 or MS 4 (symbolizing "Medical Student" third or fourth year).
RECERTIFICATION
All medical students on the Fargo Campus are to hold current certification in cardio-pulmonary resuscitation as mandated by the American Heart Association. Please watch for post signs that offer recertification classes.
RUBELLA & TB SCREENING
All students are required to have blood drawn for Tuberculosis screening before the start of their third year clinical clerkships. Students will not be allowed to begin their third year clerkships until these screenings have been completed. Students and residents are required to have completed their Health Screening questionnaire with documentation before their first day of clinical work.
STUDENT LOUNGE
The Student Lounge and computer room is located on the second floor (lab wing) of the Medical Education Center, Room 230. This room is to be used for study time at your convenience. Snacking is permitted. Please clean up after yourself.
The door to room 230 now has a number keypad for security. If you have forgotten the number, please call the campus office at 293-4107, or after hours, security at the VA will let you in with appropriate identification.
TELEPHONES
The Campus Office welcomes you to use our telephones for local calls, calls to the UND campuses in Grand Forks, Bismarck, and Minot for purposes of arranging rotational schedules, class and official school related activities. Our phones block long distance calls and require a long distance access code to be put in by office personnel.
TEXTBOOKS
Textbooks are the student's personal responsibility. Reference materials will be available in each hospital for the student's use during regular hospital hours.
